Two reasons to leave yeshiva:

The Belzer Rebbe, Rabbi Dov Rokach following the Simhat Torah holiday told his hassidim that those who do not learn properly or are not able to remain in yeshiva due to financial hardships, should learn a trade.
The Rebbe stated that those who need to support their families should learn a trade and go to work, setting aside a number of hours weekly towards Torah study.
Is this a new policy? What exactly is the definition of "learn properly"? Do other Rabbonim disagree on either criteria?
